What is the Philippine Skills Framework?
Launched in 2021 and relaunched in 2024, the Philippine Skills Framework (PSF) Initiative is a government inter-agency effort to build the Filipinos’ skills and competencies and better prepare the workforce for the future economy, particularly for Industry 4.0.
As a matter of priority, it aims to support upskilling in the following sectors: construction, creatives, food (agriculture and fishery), health and wellness, IT-BPM (Information Technology and Business Process Management), logistics and supply chain, manufacturing, and tourism industries.
In terms of building critical skills, AI and cyber security training top the list of PSF priorities, along with general digital literacy for end users.
The Philippines' AI Skills Framework
The Philippine Skills Framework for Analytics and Artificial Intelligence (PSF-AAI) was developed as part of the PSF's current focus on data analytics and AI skills. The goal is to promote skills mastery and continuous learning in the AAI Sector. The PSF AAI is a collaborative effort by the DICT and the Analytics and Artificial Intelligence Association of the Philippines (AAP). They consulted stakeholders of the Philippine AAI field, i.e., employers, practitioners, and education and training providers.
It offers a clear AI skills framework for organizations and professionals. You can browse through the PSF AAI website to explore career maps, skills maps, functional skills and enabling skills. It includes Data/AI Education Competencies aligned with the UNESCO AI Competency Framework for Teachers for a more global perspective and a section on the Analytics & AI Ecosystem.
This AI Skills Framework aligns with the National Artificial Intelligence Strategy Roadmap 2.0 (NAISR 2.0) which approaches talent development through the lens of Big Tech and Upskilling programs.
The AI Skills Framework offers a boon for the Philippine business sector, where there is high trust in AI but a significant AI skills shortage. The PwC 2025 Global CEO Survey reveals that 75% of Philippine CEOs trust artificial intelligence (AI) integration into their companies' core processes. Despite this confidence, about 28% cite a skills shortage and 28% technological disruption.
In a conversation last July 5, 2025, on ANC's Headstart, Data Ethics Philippines Founder Dominic "Doc" Ligot weighed in on the transformative potential of AI and the hacking of government websites and platforms. Doc is also the co-founder of the Analytics & Artificial Intelligence Association of the Philippines and the Head of AI at the IT & Business Process Association of the Philippines, Inc. (IBPAP). During the interview, he talked about the importance of AI education, regulation and research.
As far as what foundations we should be looking at, I think no. 1 is still education. We need to develop a labor force that is AI-enabled. But at the same time, produce more AI experts. On the side, we also have to look at regulation. How do we police abuse? But at the same time, we don't want to stifle innovation.... You should also incentivize research and development.
Doc Ligot explained the risks of AI and how individuals need to self-police and be vigilant. Organizations should set up codes of conduct to promote the responsible use of AI among their staff and partners, too. This is because the Data Privacy Act and the Cyber Crime Prevention Act do not currently address AI. Regulations need to keep up with the spread of identity theft, deepfakes, or AI forgery.
